Prior to his election to Leander City Council, Stephen served as Director of Communications at the Texas Oil & Gas Association as well as at various state agencies, including the Texas General Land Office, Office of the Texas Secretary of State, and as a Press Coordinator in the Office of the Texas Governor.

Chang was first elected to the Leander City Council in May 2025. He was previously appointed by the Mayor and City Council to the Economic Development Committee in 2023, and served as Vice Chairman through 2025 until he was elected.

In addition to his duties as Councilman, he is the Council Liaison to the Economic Development Committee and the City Representative to the Capital Area Council of Governments (CAPCOG).
