Prior to his election to the Leander City Council, Stephen served as Director of Communications at the largest trade association in Texas representing the oil and natural gas industry, as well as at various state agencies, including the Texas General Land Office and Office of the Texas Secretary of State, and as a Press Assistant in the Office of the Texas Governor.

Chang was first elected to the Leander City Council in May 2025. He was previously appointed by the Mayor and City Council to the Leander Economic Development Committee in 2023, and served as Vice Chairman through 2025 until he was elected.
